Why is the addition of plating cells necessary?

There may not (or in the case of the chloroform-lysed sample, will not) be enough cells in the diluted sample to form a confluent 'lawn' of bacteria on the plate after incubation. Unless this is the case, visible bacteriophage plaques will not form.
